Mark jobs and nodes if HPM measurement is interrupted

Centers allow user to measure HPM metrics. In this time the monitoring is interrupted.
Provide a mechanism that allows to mark jobs as monitoring interrupted and in addition show boxes for missing metrics to indicate metrics are shown because of a user measurement.

In Node centric views add lines in metric plot indicating that the measurement was interrupted.

This can maybe be solved by grepping a string in the slurm info metadata.
