Disable Game Chat

On the previous spawner, we could pass DisableChat to a player's spawn.ini and that player would not be able to send or receive messages.

The behavior changed to where the user can enable/disable the chat on the tab screen.

One major need for this feature is removing chat of certain players from ranked match lose chat privileges.

We are passing below but it doesn't prevent them from enabling their chat
