Setup instructions with contratospr-api?

This might be already in the works, but would be great to have a guide on how to run this locally with the API. https://github.com/TheIndexingProject/contratospr-api/blob/master/CONTRIBUTING.md#project-setup might be a good place to put it.

We'll need to bring over the contribution guidelines and issue/pr templates from contratospr-api It should be possible to run this project using the production api without having to run it locally, but if you do need to run both things we can point to the project setup section for contratospr-api
