Can't find chinese in setting.

I found there is a locales zh_CN.pak in lib in src.
I think the build exe will hava a zh_cn in setting , but i can'y found it.

In my latest software , I can only get those languages : Englisg,German,Spanish.

how can i setting my software transelate to chinese?if can't,how can i add chinese language in this software.I can do the translate work.But i am a java dev,can't dev on asp.net.
