Description
When a large amount of data has been accumulated for transmission, and it's time to send, if there is an issue with the network, the device attempts to send all data, even when it keeps failing to do so. For instance, if it had to send 30 data points, the device would attempt to send all data points even when the first 10 or 20 transmissions have failed.
Let's implement a flag to prevent it from attempting to send all data points after the first few transmissions have failed. This is because the transmission time for all those data points might be so long that the device fails to capture new data, and yet all attempted transmissions failed.
