Idea: integrate with brigade GitHub org to automate setting up repositories for projects #216
Description
Such a feature would be in position to help propagate best practices:
- initialize readme, license, community health files
- set up a basic master/develop branching scheme with branch protecting/review configured
- initialize code-for-america and code-for-philly GitHub tags
- set up issue templates and labels
- optionally, initialize an application template for a selected tech stack that's ready to dev locally and deploy to civic cloud
