Feature: Prefer oci-client Crate (#34)

* feature: Use oci-client over ocipkg

Removing `ocipkg` crate in favor of the `oci-client` crate.

The `ocipkg` crate is an exposed implementation detail of the
`ocipkg-cli` application. Future development may drift even further from
the needs of tyedev.
