Well that kinda sucks, I'll look into it.

It's not there, but where the nuget is installed. I suggest to download it explicitly and put it in some known place and then use it

It should be in both places. It's a bit difficult to find the location of the SDK nuget package directory though, without parsing the project file to get the exact version you're using.

Where can you download the sign tool directly though?

Download the nuget and unzip it maybe?

I'm not sure if that tool ever changes, I'd still have to make sure and get the exact version you're using. Maybe I just need to figure out how to get to the SDK nuget package since that will already be downloaded as part of the restore operation
