Allow Discord server and its CDN in restricted audio play (along with youtube and other commercial services) #6622

as title: I think it is sane to consider "safe", other than commercial site like youtube and soundcloud, even discord servers and discord content delivery network when trying to reproduce audio from an URL.
I tried to upload an mp3 in my guild, copy the link to that item (having domain https://cdn.discordapp.com) and tried to launch [p]play https://cdn.discordapp.com/<path_to_that_item> and it wont play since the URL is not allowed or use [p]audioset restrict toggle command to disable the restriction.
Anything else?
