Allow to install from r-universe via webrcli #16
Description
Allow to install from r-universe, something like webrcli installFromRUniverse.
Probably in the future it will be merged to webrcli install and we'll have a way to guess what the user wants based on the input.
More or less the same behaviour as the current install function
