New Reader to read MS files

Activate the ChemConverter to read MS files. Since ChemSpectra can already read these fields, it is only logical to wire a new reader based on the existing ChemSpectra code. ChemSpectra uses an external Docker Container MSConverter for conversion. This system probably also needs to be adopted.
Tip: Paggy has found a newer version of the MSConverter tool. It is already available and should therefore be used. However, the essential conversion workflow can be copied from the ChemSpectra state.
