Arduino support for CH32V303

Hi,

Arduino isn't supported for CH32V303, but it is supported for CH32V307. Is there a big difference? I can help with the support.

Since CH32V307 is supported and the V303 uses the same underlying SDK code from WCH with just different defines enabled, it should end up working just fine in the way the Arduino core interacts with the SDK. You will need to write or generate the files for a new Arduino variant though (like the 307). Alsom maybe an additionally different startup assembly and linker script for the memory partitioning.

Support must be added in the Arduino core first. Create support and file it against https://github.com/openwch/arduino_core_ch32/pulls. It should be easily integrated into https://github.com/Community-PIO-CH32V/arduino_core_ch32/ then.

Until support has not yet been created in the Arduino core, it's an issue in the Arduino core, not in the platform.
