Update query tests to avoid skippable tests for Mongo/Cosmos #366
Description
Some tests need to be skipped because they are not relevant, but they generate false positive skip reports.
Update the test so that the test just returns (i.e. success) when the DriverName is set to a Cosmos/Mongo (ideally, put this in the controllertest base to be overridden)
