SpeechToText - lets add it!

we have TextToSpech in mauim so maybe it's good idea to add SpeechToText into toolkit first.

It's a paid functionality provided by many services. You can use Azure text to speech with 5 free hours. https://azure.microsoft.com/en-us/products/cognitive-services/speech-to-text/

so as you can see, it's just api for each OS

I remember I played with it on Windows, but it had a limited supported languages (English, German, French, Italian, Spanish and 2 more). And it worked offline.
