[Segmented] SegmentedItem stays hidden when visibility changes #726

Description

@HEIC-to-JPEG-Dev

Describe the bug

If the visibility of a SegmentedItem is controlled through binding to MvvM, and it's initial state is collapsed, then when the visibility state changes, it does not appear in the Segmented Items.
You can force it to show by changing the size the Window, forcing a redraw.

Steps to reproduce

Create a segmentedItem (last item in the list) that's visibility = collapsed (MvvM bool = false)
After the UI has been drawn, change the bool = true - this update the Visibility property
The SegmentedItem does not show.
Alter the window size and it will appear

Expected behavior

Making it visible should make it visible
