We're seeing widespread CI failure in the uno-check step.

installed.

This PR attempts to remedy the issue by updating uno-check to the latest version.

Prerequisite PR: CommunityToolkit/Tooling-Windows-Submodule#229

This PR is no longer needed to unblock our CI (see here) but is still needed to upgrade to net9.0.
