Add sections on wirting migration docs.

It could be useful to have instructions to add migrations docs to https://github.com/MicrosoftDocs/WindowsCommunityToolkitDocs when we deprecate a control/feature. 

We commonly duplicate controls due to them moving to winui so maybe even some kind of migration guide template could be useful.
