Cache .NET SDKs and Tools

- Cache everything under '$(Agent.ToolsDirectory)/dotnet'
  directory to speed up build. Check for changes in .NET SDK Version
  variable '$(DotNetVersion)' to invalidate and rebuild the cache next build.
