Build Problem: This environment is externally managed

I'm trying to testing the script on my ubuntu, but i can't build using

pip install checkvsphere

the system says
"This environment is externally managed
╰─> To install Python packages system-wide, try apt install
python3-xyz, where xyz is the package you are trying to
install."

I'm not a python user, how can i built it easily?

$ ~/py/bin/pip install checkvsphere
$ ~/py/bin/check_vsphere -h
