I did it like this

conf_matrix <- confMatrix(model, test = data, type = 'cloglog') # creates confusion matrix
conf_matrix$omission_rate <- conf_matrix$fn / (conf_matrix$tp + conf_matrix$fn) # creates OR column
closest_row <- conf_matrix[abs(conf_matrix$omission_rate - 0.1) <= 0.01, ] # picks columns with <= 10% OR
closest_row$specificity <- closest_row$tn / (closest_row$tn + closest_row$fp) # creates specificity column
best_row <- closest_row[which.max(closest_row$specificity), ] # selects the row of 10% OR with maximum specificity
