same output from visual studio x64 tools command prompt ( means vcvarsall.bat is on disk .. and idk why it happend)

I had the same problems with windows.
In ended up using wsl and pipx to install mythril.

Yep. On wsl all ok. On ubuntu, and debian.

Yes, Mythril and it's dependencies are not well supported in Windows. You can try doing it with Docker in windows.
