Publish packages based on bitcoinj0.17 (release or snapshot)

Bitcoinj 0.17 introduced some breaking changes (e.g. moving some classes to the new package org.bitcoinj.base). https://bitcoinj.org/release-notes#version-017

I've noticed that the code has been updated for 0.17 already but the latest published packages on gitlab are still based on 0.16.x.

While I can easily work around this by building locally it would make my CI/CD setup much easier if new packages versions based on 0.17 would be released. Otherwise I'd need to host (and package) my own fork.
