`TXN_DATA` upfront gas cost of type 4 transactions

The TXN_DATA module requires extra information to correctly price set code transactions, i.e. type 4 transactions. This information is the (nonzero) length of the delegation list i.e. the number of delegation tuples in the delegation list. See the Gas Costs paragraph in EIP-7702.
