Publish an endpoint version schedule to document the introduction and deprecation of Register and DCR endpoints

The Consumer Data Standards published an endpoint version schedule to help articulate the introduction and deprecation of endpoints.

The CDR Register design would benefit from taking the same approach so it is clear which endpoints are to be used when, as well as helping participants align their development schedules with the proposed changes
