I can't launch Phoebus on Windows:

Do I need to install JavaFX somehow?

Yes, cross build is still an issue with jpackage. But not a super big deal for us with the current release schedule.

The long pole in the tent is really Mac OS. For Linux and Windows you could build on a VM, but for running jpackage on Mac you need an actual Mac. ... and then end users still get the warning dialogs because they downloaded the package from your web site instead of buying it from the Apple Store.

Well, I discovered that distributing the Mac package from a file share is fine, no warnings from Mac OS. However, downloading over http(s) is a no-no: the installation runs fine, but Phoebus cannot be launched.
The redeemer in this case is the IT department: using whatever tools they have will solve the problem for Mac users.

Cannot be launched at all?
I have to once open the downloaded app via Control-Click and confirm the dialog about "..unidentified developer.. Are you sure..?".
From then on, a simple click will open the app.

Not at all, at least not on 10.15.7. Could not configure security settings to allow Phoebus anyway, but security settings could also be under control of the IT folks. I guess you could sign the package with a code signing certificate to solve the problem.

Did you build on Windows? Check JavaFX files in lib folder.

No, I built on Linux.

Then it will include the JavaFX binaries for Linux, which explains why it doesn't run on Windows.

You can "cross compile" on Linux for Windows when you set the 'platform':

( cd phoebus; mvn clean verify  -Djavafx.platform=win)
