Strange levels of the compliance variable #16

Description

@ingonader

The compliance variable seems to have a few strange levels (which seem to be combinations of two or more of the actually intended levels, separated by a comma; at least that's what I suspect). The most striking examples are combinations of mandatory and voluntary compliance levels (frequencies based on the data download of 23 June 2020):

n compliance
123 Mandatory (Unspecified/Implied),Voluntary/Recommended but No Penalties
6 Mandatory with Exceptions (Please list exceptions in the text entry),Voluntary/Recommended but No Penalties
5 Mandatory with Fines,Voluntary/Recommended but No Penalties
5 Mandatory with Legal Penalties (Jail Time),Mandatory with Fines,Mandatory (Unspecified/Implied),Voluntary/Recommended but No Penalties
5 Mandatory with Legal Penalties (Jail Time),Voluntary/Recommended but No Penalties
1 Mandatory (Unspecified/Implied),Mandatory with Exceptions (Please list exceptions in the text entry),Voluntary/Recommended but No Penalties
