Description
With the latest version of CEMU, 1.25.0b, when FPS++ is set to Advanced mode with 30 fps limit and Static Timing enabled, the game runs at half speed. Setting Static Timing to disabled fixes the problem but has its own issues (like fixes going wonky during fps spikes). Also setting FPS++ to the Basic settings mode and 30 fps limit fixes it as well but I presume this isn't using Static Timing.
