Can I submit PRs for CI? If yes，what should I do？just like other normal PRS？

Yes and yes, it's a right thing to do.

Typical topics that will be discussed in such a PR:

• Ensure the test triggers a clear red signal in case of detected issue
• Does the test uses too much time, does it have to be shortened, is it redundant with other tests
• Is it difficult to maintain , does it rely on external resources
