Register new Top Level Namespace

Hi cycloneDX,

I want to register new TL namespace for PTPKM.

Pusat Teknologi dan Pengurusan Kriptologi Malaysia (PTPKM)

in english:

Malaysia Cryptology Technology and Management Center

the internal structure of the namespace is not yet finalized but the TL name is PTPKM.
