Proposal: Consider compressed ECDSA

Ayes:

• Smaller Public keys.
• Good practice for Coze on how to handle keys that are encoded in differing ways.
• More "modern". More in alignment with Ed25519.

Nays:

• Not that much smaller.
• tmb is already small and is a more general/abstracted reference identifier.
• tmb already works well as a pattern for post-quantum which has much larger keys.
• Compressed public keys are not implemented universally. Uncompressed seems to be the most compatible.
• x may be cryptographically significant for key security while tmb is not.
