TCG Art Needs Updating

The API we use to collate TCG cards for the various themes uses https://pokemontcg.io/ which recently changed it's API.

We need a centralized TCG call for anybody to use in their themes. 
This also needs to use the new token-based approach and new version of their API, or we have to create our own since not everybody will have a Developer Token.
