Can the library be used with Unity Package Manager?

Hello.

I've tried installing the package from git url, but doesn't work. I've also tried with path to src/ObservableCollections.

I've found this issue #6 , seems outdate, but it worked at some point.

I'm confused as R3 and UniTask can be installed thru Unity Package Manager.

It looks like the library has to be installed via NuGet for Unity only.. What I can't grasp is how can I create a unity library which depends on ObservableCollections? I can't specify that dependency in package manager therefore my library can't be installed via package manager either. R3 has package manifest in github so I'm not sure why the same pattern wasn't followed here?
