Only show Operations that have already been opened

• It should not possible to look up operations created by other users
• Create new flow for adding existing operations using operation code
  In the first iteration, this will be per device (need to add again for each new device)
  In the second iteration, Opened operations will be remembered on user-level (will require new profile-aggregate)
