What is expected?
When displaying a retweet in the title with default parameters, Twitter should either consistently return the actual retweeted author's handle in the RSS title and description for all entries, or it should return the current username for all entries.
Either:
<title>RT @userhandle1: foobar</title>, is provided for all entries with retweeted content
Or:
<title>RT username1: foobar</title> is provided for all entries with retweeted content
What is actually happening?
Retweets either provide the direct handle of the author or their current username at the same time within a feed, seemingly arbitrarily. Example provided below (feed shown is for /twitter/user/freezingtarou29, but can be observed across any feed with large amounts of retweets):
