0-point problems do not have working "Best Submissions" leaderboards

Problems assigned 0-point values display an empty submission leaderboard.

E.g.: https://dmoj.ca/problem/acc4p0/rank/

I suppose this might be caused by submissions potentially being ranked by points awarded, in which case all of the submissions would earn nan points (0/0). I'm not sure if this is how submissions are ranked but that's my theory.
