This is a request for Quarantining Submissions. I will tackle this issue.

Quarantining subs should respect the following rules:

• Quarantined subs don't count toward points
• They do not count toward problem AC
• They do not show up on /rank/

There should be the ability to quarantine a specific sub, e.g. for banning a sub, and the ability to quarantine all locked subs on a problem, e.g. for a rejudge.

This feature is also helpful to preserve history without being in the way of things like data upgrades.
