Developer Workflow and Testing

GitHub Actions in the main libspdm repository is starting to get congested. To alleviate this I added the ability to manually trigger the Build (and Test) action in the developer's forked repository in #1378. Ideally the workflow would look something like

1. Developer creates branch in their fork.
2. Developer pushes commits to that branch and manually triggers the Build (and Test) flow.
3. Once the developer is satisfied with the commits and all the tests pass then they can make a pull request to the main libspdm repository.

In addition I do not see much benefit to running CodeQL with every pull request / push to main. I think we'll be fine running that nightly or weekly.
