skips domains blacklisting & no autorun (windows 10)

On Windows, DNSCrypt was installed, as everything is according to the instructions as mentioned here

but there is a problem at startup there is no autorun, I have to run service-restart.bat every time.

Also installed generate-domains blocklist.py follow this link, and did everything in order

result, it skips domains that are blacklisted, for example blocklist.txt I take any domains I ping and bypass the lock, and I also attached a screenshot where other domains are ignored.
