error building ACE+TAO 6.5.21

Hello,

I am getting below errors when building ACE+TAO 6.5.21 on windows with visual studio.

ACE_ROOT, TAO_ROOT, and PATH are correct.

what I am mising here?

Looks something is incorrect in your setup, try ACE8/TAO4 and start in a new source tree

unfortunately I need to use 6.5.21. what do we need other than root and path?

See the ACE-INSTALL.html, start again with a fresh tree. Be aware that Visual Studio isn't fully tested anymore due to lack of sponsoring for that platform.
