Create folders instead of adding code in same index file

The code is not scalable
having separate folders for each year will give you the flexibility to have something like
https://github.com/DSC-BVP/Hacktoberfest/2018
https://github.com/DSC-BVP/Hacktoberfest/2019
https://github.com/DSC-BVP/Hacktoberfest/2020

and so on
put an index.html file in each folder
