Inverted parameter bounds for TKFH in WHCER048.ECO #496

1. TKFH Parameter Bound Ordering
The lower and upper bounds for the TKFH parameter (temperature threshold for frost kill) are currently inverted. The lower bound (999991) is set to -10, while the upper bound (999992) is set to -25. For consistency and proper calibration, the lower bound should be -25 (colder), and the upper bound should be -10 (warmer).
2. Parameter Values Outside Defined Ranges
In the CI0001 wheat parameter set, two parameters are currently outside the specified bounds:
- TIL#S: Value is 2.3 (below the lower bound of 2.5)
- TIPHE: Value is 1.95 (below the lower bound of 2.0)
