Language selection is not retained after page refresh

Describe the bug

DSpace 9.0
When a user selects a language from the available options and then refreshes the page, the language of the interface changes unexpectedly. This behavior indicates that the chosen language setting is not properly stored or applied on subsequent page loads, leading to an inconsistent user experience.

To Reproduce

Steps to reproduce the behavior:

1. Go to https://sandbox.dspace.org/home
2. Choose a specific language (e.g., French, German, etc.).
3. Observe that the page content updates to the selected language.
4. Refresh the page.
5. Notice that the language changes from the selected language to another language or defaults to the original language.

Expected behavior

The selected language should persist across page refreshes. The page should continue to display in the language chosen by the user without reverting to a different default language.

Verified that this appears to only impact 9.0. It's reproducible on sandbox.dspace.org but not on demo.dspace.org
