"Quality Assurance" Notifications number displays but list is empty

Describe the bug

Users see a non-zero notifications count (e.g., a badge with a number), but when they open the notifications panel, no notifications are visible. This discrepancy creates confusion as users expect to see the corresponding notifications listed.
In the console there is a 404 error.

To Reproduce

Steps to reproduce the behavior:

1. Login to the app as administrator
2. Visit https://sandbox.dspace.org/notifications/quality-assurance
3. Observe the notifications icon, which displays a number indicating pending notifications.
4. Click on any source and then topic.
5. Notice that the notifications list is empty despite the non-zero count.

Expected behavior

• The notifications panel should display all pending notifications corresponding to the displayed number.
• Alternatively, if there are no notifications, the badge should not display a non-zero number.
