Improve UX for back button on workflow bitstream downloads

Is your feature request related to a problem? Please describe.

The back button returns an error message when downloading bitstreams in the workflow area. The back button behaves as expected when downloading a bitstream from a workflow item from the Full Item Page and from the Administer Workflow area (Admin UI).

When clicking the button, a whitelabel error message is returned. From our testing, this looks like a poor UX/UI design element. Because the bitstream opens in a new tab, the 'back' button doesn't know the previous page to return to and throws an error message.

Consistent behaviour for the back button across the UI.

Describe alternatives or workarounds you've considered

Removing the back button (customizable component) and encouraging users to use the browser back button instead.
