Pressing "Back" on community or collection roles page takes you to the site-wide groups page instead of the previous page

Describe the bug

When you are editing a community or collection group in "Assign roles", the "Back" button takes you to the site-wide groups pages under access control instead of taking you back to the community or collection's assign roles or edit page.

To Reproduce

Steps to reproduce the behavior:

1. Go to "Assign roles" in a community or collection
2. Edit one of the roles there (admin, submit, etc)
3. Press the "Back" button in the Angular user interface

Expected behavior

The user should be returned to the previous page.
