Broken Pagination of People/Groups on Edit Resource Policy page

Describe the bug

On https://sandbox.dspace.org, pagination of groups is broken on the Edit Resource Policy page. When you click to the next page, you will always see the first page of results.

This is specific to 9.x as it works properly on https://demo.dspace.org

To Reproduce

Steps to reproduce the behavior:

1. Login as an Admin
2. Go to any Item
3. Edit the Item, go to the "Status" tab and click the "Authorizations" button
4. Click Edit button next to any policy or the "Add" button on any object to create a new policy
5. On the Edit Policy page, scroll to the bottom where you will see a list of People to add to the Policy. Attempt to go to page 2 or 3. The results list will not change
6. Now click on "Search for Group" to see a list of Groups to add to the Policy. Attempt to go to page 2 or 3. The results list will not change

Expected behavior

Pagination should work the same as it does in 8.x. This bug only occurs on pre-9.0
