As @keithgee mentions in #339, for WCAG 2.0 AA compliance, the html tag of each page needs a lang attribute.

Then, for any metadata value (or anything else) in a language different from that default, that element needs its own lang attribute.

Another more straightforward approach could be to always add the lang attribute for metadata values, whenever the language is known.
