Identify "Resources" vs. "Parameters"

Wes pointed out that disk volumes are more like CPU resources and should be part of the VirtualHost/PhysicalHost definitions. The data writer configruation objects may have to change accordingly.

There may be other places where resources are being treated as parameters, and we should identify and fix those instances as well.
