Dummy issue to test reusable issue tracking workflow

Software coordination has begun moving our standard workflow templates into reusable, org-level workflows. I arbitrarily chose dfmodules as a testing ground for a reusable issue tracking workflow. The functionality should be identical to before; this is mostly to make maintenance of these workflows easier for software coordination. Provided the workflow triggers correctly, I'll close this issue.

Edit: apparently, this is somewhat complicated when GitHub secrets are involved. See here.

Closing this in order to open a similar issue which will hopefully work around the aforementioned issue.
