Describe the bug
PRSV2 claim MPG/water mixture requires heat to stay at constant temperature

To Reproduce

1. Create a flowsheet
2. Add CAS: 57-55-6 (1,2-propylene glycol) compound
3. Add CAS:7732-18-5 (Water) compound
4. Select either PRSV2-M or PRSV2-VL properties package
5. Add a Cooler or a heater
6. Change the input material stream temperature to 44°C and accept/update the Mixture composition
7. Change the Cooler/Heater mode to outlet temperature and set the same temperature as input material.

Current behavior
In heat added/removed mode, without input power the mixture temperature drop from 44°C to 35.68°C
In outlet teperature mode, the mixture requires input power to stay at constant temperature.

Expected behavior
Energy exchange should be consistent internal stat change.
